The Houay Ho Power Company Limited inked a memorandum of understanding (MOU) for and expansion project last Friday after the company submitted a project proposal to the Lao government in May last year. The company signed off on the hydropower plant capacity expansion project with the Ministry of Planning and Investment in Vientiane. The MOU provides exclusivity for the company to study the feasibility of a hydropower plant on the Xepian and Houay Soy rivers in Attapeu province. The study will be available in 18 months time, and will cost about 17 billion kip (US$ 2 million). The project would almost double the installed capacity of the company and its export of electricity to Thailand. It will be an investment of about 1.7 trillion kip (US$ 200 million). The company currently operates the Houay Ho hydropower plant with an installed capacity of 152 megawatts (MW), under a 30-year concession agreement from the Lao government. The company is a joint venture between Glow Energy, Hemaraj Land and Development from Thailand and Electricite du Laos (EDL). Their shareholdings in the venture are 67.25 percent, 12.75 percent and 20 percent, respectively.
